About Steve

Steve graduated from Corona High School in 1978 and almost immediately entered the public service as a “Paid-Call Fire Apparatus Engineer” for the California Department of Forestry (Cal Fire) in 1979 and was instrumental in the creation of the Home Gardens Fire Department. During this time, he met his future wife, Penny. He served with Cal Fire for five years.

Steve entered a career in law enforcement in 1982 as a Correctional Officer for the California Department of Corrections. In 1984 he transferred to the Riverside County Sheriff’s Office where he was assigned to patrol, investigations, and narcotics. In 1990 Steve transferred to the Corona Police Department where he served as a patrol officer, field training officer, gang officer and a School Resource Officer at Centennial High School, from 1995 to 1998. Steve gained invaluable experience investigating numerous types of crimes, including robberies/thefts, sexual assaults, narcotic violations, economic crimes, assaults, shootings, and murders. Unfortunately, Steve was forced to retire from Corona PD in 1998 due to an injury.

Being a lifelong learner Steve continued his education while working for the Corona Police Department and obtained a Bachelor’s Degree from the University of La Verne and a Teaching Credential in Vocational Education from Cal State San Bernardino.

After retiring from the Corona Police Department Steve worked briefly as a Law Enforcement and Security Vocational instructor for the Riverside County Office of Education.

In 1999 Steve was hired by the Corona Norco Unified School District as a Coordinator of Student Safety and Security. Very few school districts in California had an individual solely dedicated to student safety and security at this time.

Steve flourished in this role and took student safety and security to a new level, implementing several programs and safeguards to improve and ensure student safety. Steve’s accomplishments are too many to list, but here are a few highlights.

Many of the programs developed by Steve have been replicated at school districts across the nation. Steve has embodied so many of the Values in the CNUSD Strategic Plan, such as putting Students First – students’ needs and safety are his top priority, Accountability – demonstrating integrity, honesty and transparency in his actions, being Collaborative – Steve has developed and maintained productive relationships with all of our stakeholders, being Inclusive – Steve has demonstrated a high level of respect to persons from all walks of life in his role with CNUSD, being Innovative by constantly pursuing new programs an measures to increase student safety at CNUSD and by being Aligned to serve as a member of a unified system for the greater good of our students, staff and faculty.

Achievements

  • Expanded district Intervention & Conflict Resolution plans

  • Developed comprehensive training for campus security staff, and administrators

  • Obtained funding and managed the Community Policing Partnership Grant (Prop 47)

  • Advanced collaborative relationships with local law enforcement and fire agencies

  • Established and maintained a thorough School Resource Officer program

  • Deployed the Raptor Visitor Management program along with DO identification cards

  • Implemented the Canine Detection program to locate drugs and weapons on campus

  • Established a Task Force with the National Center of Missing and Exploited Children

  • Implemented the Gaggle Online School Safety Management Software

  • Enhanced the District’s Disaster Preparedness Plan and Capabilities

  • Created “Project Safety Net” a nationally recognized student safety program

  • Keynote Speaker for numerous national school safety conferences

  • Received numerous awards and national recognition for being a leader in school safety
